AMLR GAMBLING OPERATORS

Anti-money laundering regulation (AMLR) for gambling operators

Stake and winnings both count, and exemptions are narrow.

Anti-money laundering regulation (AMLR) for gambling operators

Providers of gambling services are obliged entities under Article 3 of Regulation (EU) 2024/1624. Article 2(1)(12) defines a gambling service as one involving a stake of monetary value in games of chance, including games with an element of skill.

The rules that shape the work

  • EUR 2,000 trigger. Under Article 19(5), gambling providers apply CDD on collecting winnings, placing a stake, or both, for transactions of EUR 2,000 or more, on top of the general triggers in Article 19(1).
  • Casinos. Article 19(8) lets you meet the basic identification duty by identifying and verifying customers on entry to a casino or other physical premises, if your systems can attribute transactions to specific customers.
  • Exemptions. Under Article 4, a Member State may fully or partly exempt gambling providers on proven low risk after a risk assessment. It cannot exempt casinos, nor providers whose main activity is online gambling or sports betting, except state-run or state-regulated online services as the Article describes them.

Why this is not a retail checkbox

An operator with a licence in one country and players in twelve gets twelve different risk pictures but one Regulation. The Article 4 exemption depends on the Member State, so a low-stakes product that is exempt at home may not be exempt where you serve players from. Do not build your onboarding on an exemption you cannot evidence.

A practitioner view

Players who deposit in small steps below EUR 2,000 are exactly what a monitoring rule should catch, so do not rely on the trigger alone. If your monitoring thresholds were set around the old regime, retune them.

What this means for you

Check which Member States regulate you and whether any of them applied an Article 4 exemption. Then review your onboarding and winnings-payout flow against Article 19(5).
